Graves
Graves has seen a ton of play since his True Grit buffs, and even though he's found pretty solid success with more durable builds, players are understandably still chasing those high roll crits to great results. Rather than rolling back his E buffs or pushing him further towards one build, we figured the best thing we can do is make his early clear and skirmishing a bit less consistent by dusting off an old wrench we haven't used in half a decade, though we are keeping an eye on his 4-digit autos!

Graves has a moderately successful lethality burst build right now, but it means he doesn't have much of a fallback pattern if he doesn't high roll a crit. We'd like to reintroduce his more durable builds of old by rewarding Graves more for maintaining Quickdraw stacks.

The functional result of these Graves changes should be almost nothing. He'll deal about 1% more damage with his basic attacks when critically striking.

We'd like to nudge Graves back toward having a strong sustained fight pattern and that means letting him rely on Grit and playing to stack it up. As he's getting this MR from Quickdraw, he can once again have the base magic resistance of a ranged champion. So, if you can catch Graves before he's able to stack up, he's more burstable than before, but if he's able to play the fight out the way he wants, he'll grow to be the sustained monster we all know and hate love.

Graves
Graves is a fairly popular jungler that's performing decently right now, but his builds have devolved into one-shot lethality. We don't believe this to be a good state for him because his playstyle becomes one-shot or be one-shot which isn't fun for anyone. We think it'd be better for him to have a sustained combat pattern where skillful Graves players can utilize their Grit, so we're nudging his builds and playstyle around to make him less reliant on bonus AD. Overall this should net out in a small buff once this change has had some time to settle and players adapt.

Q secondary damage decreased.
Graves was meaningfully nerfed last patch when we addressed The Collector and the ranged version of Youmuu's Ghostblade. Despite that, he's still climbing the jungle charts, especially in higher skill brackets. In this patch we're bringing down his burst damage in order to extend his trading patterns and to give his opponents more room for counterplay.

Graves is doing poorly at his current tuning and we’d like to fix that. We’re playing up the repeatability of his Q and giving it a bit more juice, even if he isn’t snowballing, so that he can be a more reliable DPS source.

Graves' build, damage amount, and clear speed are reasonable, but he could use some extra durability. Our 13.22 nerf to his E was too harsh. So we're reverting the nerf as he certainly has the room for it.

Passive reload time scaling adjusted, critical damage ratio per pellet increased.
We're giving Graves some much-needed buffs while skewing him toward crit itemization and repeat attacks, which we think is a healthier spot for his gameplay as opposed to lethality burst. While this reload speed change is a bit of a riskier buff, we think it'll be good for Graves and we'll follow up if his power level ends up wildly out of line.

E bonus armor per stack decreased.
Graves, who was already in a good spot, benefitted from our 13.20 jungle companion adjustments due to the bonus armor he gains through E. He has safe clears with his range and passive and can also skirmish aggressively due to his in-kit durability. This allows him to reliably scale into the mid and late game where he performs quite well. To give his opponents more of a chance to fight him in the early game, we'll be adjusting the bonus armor on his E. While we're reducing both the level 1 and 5 values, this is mainly intended to increase his early vulnerability while still keeping his mid–to-late game power intact.

Passive critical strike bonus increased. R cooldown decreased early.
Graves' critical strike builds were nerfed back in patch 11.22, and haven't really recovered since the Durability Update, where he's found a home in extremely durable builds (and a certain glaive). We want to open up more creative builds for him while giving him a bit of a damage and utility bump with a higher uptime on Collateral Damage.

The current jungle meta favors engage-style fighters that bring a lot of CC and utility to help their teams and Graves hasn’t been able to compete with these picks. So we're giving Graves a bit more power and clear speed to help him find his niche in the jungle once again.

Graves' unique attacks have a generous crit ratio because, back in ye olden item system, his crit builds were risky. Season 2021's item changes made building crit super safe for him, so we're tapping down the numbers on his pellet ratios.

Graves' defensive dueling power makes his laning a little too consistent in some early matchups. We're reducing his burliness to give his opponents a chance to outplay the outlaw.
