Cassiopeia
We're looking to give some mid-favored love to Cass, who hasn't found her… uh… footing in the new season. By bumping up her base mana and empowered E scaling, she should feel a bit more freedom to angle for trades as well as be more rewarded when she finds them.

We're looking to get more damage in Cassiopeia's poison this patch, particularly when for her mid lane players. We want to give her more freedom to look for trades and to feel rewarded when she finds successful ones, so we're bumping up her base Mana and empowered E scaling.

While Cassiopeia's no boots passive is very thematic, the addition of more boot based systems over the years (like role quest rewards) has made it feel like a punishment at times instead of a boon. We think it's important for Cassio to have the opportunity to engage with these new systems so we're reworking the passive into a new movement based effect. (We also wanted to do Soobin a solid.)

Cassiopeia has been stagnating in the grass for a while ever since the early few patches of Noxus earlier this year. To help her out we're adding a small buff to her offensive power and early laning by giving her (twin) fangs a bit more bite.

Cassiopeia was a strong performer before Feats of Strength and she’s still excellent after her recent nerf. We’d like to preserve her ability to take a few hits as a midrange battlemage and preserve Twin Fang as much as possible, but we don’t want to weaken her already poor laning phase. So we’re tapping down some of her late game damage that comes from less exciting sources.

Triumphant Passive move speed decreased.
Cassiopeia is a disproportionate winner in the Feats world, which is probably at least partially due to her lack of feet being a bit overcompensated. Cutting down some of the extra power she gets to make sure slithering isn't too beneficial compared to walking.

Base Mana increased and mana growth decreased. Q mana cost reduced at higher ranks and damage reduced. W mana cost decreased. E mana cost decreased and damage decreased.
Cassiopeia has had a very poor laning phase where she can only afford to interact with minions for a while now, waiting for a long time until she scales up and has the mana pool to finally fight. Despite those weaknesses, she’s still holding her own. This patch we’re giving her the space to interact with her opponents more in lane but taking down some of that eventual late-game damage since her road there is much smoother.

E base empowered damage increased.
Cassiopeia used to be a lane bully, but over the years, her gameplay has become farming patiently through the early game until she scales up to a point where she’s able to dish out the damage. With this change, she’ll be more able to press an advantage when she lands her Q in the early laning phase.

Cass has been coiled up tight with Tear of the Goddess, as she relies on its mana in mid and late game teamfights. This dependence has caused her to suffer both in power and freedom in item diversity, so we’re scaling down her need for it.
