Patch 15.14
Fiora
R healing per second increased. Visual bug fixes.
We're fixing a Fiora bug and re-adding some old functionality as a way of buffing her teamfight capabilities. For the last two years, Fiora's R has been bugged to always last 5 seconds but scale the heal per second based on the number of vitals triggered. We're updating it with a version that gives her the full heal in all cases, just like when her original rework shipped. We'll be keeping an eye on her power level after this buff-fix to make sure she doesn't end up dominating the top lane landscape, but for now enjoy the extra heals!

Q mana cost decreased.
Fiora is at an all-time historic low in terms of play rate and is specifically performing much worse in lower skill brackets than she used to. One notable sadness for her is that she's pretty much required to buy Ravenous Hydra, as she can't rely solely on her abilities to clear waves. We'd like to open up how often she can use abilities, so we're dropping Q's mana cost substantially.

Base attack damage decreased.
Fiora’s a bit too strong, especially in early game where they’re supposed to be more of skill matchups than feel like she’s winning by default. So we’re going to adjust her ability to win sustained fights against other fighters by making a small change to her base AD.

W attack speed slow decreased.
In this patch, we want to address Fiora's trading pattern in certain matchups where her W attack speed slow is hard to answer when used as an opener. She's currently performing quite well and has room to lose some power, so we'll be halving the attack speed slow to provide more counterplay for players that find themselves matched up against the Grand Duelist.

Passive AD scaling decreased. Q bonus AD scaling decreased.
Since the durability and tank item updates, our premiere anti-tank skirmisher has been eating well. Her bonus-AD-hungry kit has better options against all foes with the new Ravenous Hydra. As the stars have aligned for Fiora’s success, we need to tap down the AD scaling on both her anti-tank and generic damage. Champions who can do too much of both can veer into the territory of becoming too strong, but we do want her to maintain her unique kit. Our eyes will be on the Grand Duelist to monitor these changes.

Passive AD ratio decreased.
Since the Durability Update, Fiora has become extra punishing in Elite play where players who can consistently strike Vitals deal massive max health true damage. We're toning her passive down as a result, which will also reduce her ult's power.

E cooldown increased later.
Fiora's been on the strong side for a while, especially in higher levels of play. We're bringing down her split pushing and tower whacking power in mid to late phases of the game.
