Singed
Singed has been a big winner this season with free teleport, experience, Protoplasm, homeguards, weaker grubs…the list is almost as long as the number of ingredients in his Insanity Potion! Instead of making his early game even more vulnerable, we want to make Singed a bit more reliant on his own accumulated gold rather than his experience and free stats, especially now that he's also doing a better job tanking damage.

Q damage per application decreased.
Singed underwent several changes last patch that made red side Singed deal his first tick of damage instantly instead of 0.25s late and made blue side Singed refresh his poison much more reliably. The net result of these changes is that in almost all cases, Singed players are dealing substantially more damage in almost all contexts. We're making some under the hood changes to poison duration in order to make the average Poison Trail closer to before, but without the substantial red-blue differences.

Q refresh rate buffed. Power impacting bugfix.
Similar to Rumble, we’ve fixed the bug that caused Singed to do delayed/less damage when on red side. While we were at it, we also increased the debuff refresh rate, making it deal more damage on average, as it’s more likely that Singed will refresh the poison duration on his opponents.

Passive per target cooldown decreased.
Last patch's changes were directionally positive, but ended up being slightly more power down than intended. Reverting the passive cooldown change as it's the more fun thing for Singed players to have access to.

Singed has received a number of changes alongside his recent minion execute, and we believe that the version of Singed with more power budget in Poison Trail damage is better for the game, so we're bringing that back in exchange for some power elsewhere.

Base AS increased. Q now steals kills from allied Minions. E scaling decreased.
Singed has historically struggled to farm against not only another champion in his lane, but also against his own allied minions. With the recent increases to minion damage, this has only become more punishing, and we've determined that there is too much variance in last hitting in lanes against factors outside of the Singed player's control for it to be worth preserving this skill test for Singed. As such, we're slightly nerfing Singed's scaling and then making it much more feasible for him to last hit minions in lane, taking away some power Singed was getting for free before and giving players gold instead to allow them to buy whatever stats and effects they'd want instead.

Armor growth decreased.
Singed is another big winner from the item changes last patch, but we think he's close to where he should be so we’re only lightly nerfing him. He's meaningfully harder to kill this patch so we’re targeting his durability. We’re specifically lowering his armor growth since we'd like to reduce that stat in general, which should also give his common matchups more counterplay opportunities.

Q damage increased. R cooldown reduced at lower ranks.
Singed systematically lost out in this last patch. To put him back into a reasonable spot, we're partially reverting a no longer necessary nerf to his Q damage since he now has less consistent target access. We're also reducing his ultimate cooldown as it's quite high, since Ghost is now meaningfully nerfed and that he doesn't build ability haste.

Passive bonus movement speed increased, per-target cooldown decreased. R bonus stats increased early.
Now that the days of predator Singed mid are behind us, we’re reverting some changes we made to decrease his durability in patch 12.12 and buffing up his passive so that it feels better in teamfights. Now he’ll be able to zip around and flip his enemies to his Chem-infused heart’s content.

W slow decreased early, increased late, and now increases with rank. R bonus stats decreased early and increased late.
Singed mid has always been quite strong, but the recent systemic changes have thrown him just over the edge into OP territory. We're nerfing his early run-at-you power so his squishier lane opponents have a chance to escape (or at least fight back).

The mad chemist has gotten a little out of hand ever since we added a couple tricks to his name, like Grievous Wounds on his R+Q. Reducing the output on one of his less signature moves should keep him in smog check.

As a damage-over-time champion in the top lane, Singed can struggle to make his damage stick against enemy healing. We're juicing up the mad chemist's signature concoction so he can counteract this when going for that kill with his ultimate... Slowly, but surely.

Even with the buff to Riftmaker in patch 11.10—Singed’s poison of choice—he’s still been underperforming across the board. We’re giving his Fling some cooldown scaling to give him more options in fights late game.
