Fizz
Fizz jungle made a splash in our big jungle patch last season, but his pick rate quickly dwindled. We know he'll need more than just clear speed to stay afloat, though this change will help us test the waters before making any changes that affect him in both mid and jungle, and hopefully helps some of his new builds with W max and/or Dusk & Dawn thrive.
Patch 15.23
Fizz
While Fizz wins an appropriate number of games in mid lane, he's incredibly feast-or-famine and often relies on simply leaving his lane to go kill other champions, so we'd like to make him more robust in playing out his laning phase. In order to do that, we're improving his early resilience so that he can take more trades and compensate elsewhere to make him a little less ult-reliant. We're also taking a swing at enabling jungle Fizz. We think this new role is a bit of a stretch and may not pan out in the end, but we're swinging hard to get his first jungle clear into something comfortable and seeing if players will enjoy him here.

Fizz
Fizz is a little weak right now (some might say he's floundering) and is incredibly reliant on snowballing, as his base damages are appropriate in the early game but generally don't scale well without gold. We're looking to make some power-positive adjustments to make him less reliant on snowballing while still asking him to build primarily AP assassin items. As a whole, these changes should be positive for his up-front W burst damage, make his ultimate a bit weaker, and open up a few new item choices.

W cooldown reduced at higher ranks. E AP scaling increased.
Fizz has been underwater for a while as a mid lane threat, despite the fact he should be doing well as some of his best matchups are currently quite popular. We're looking to add some power to reel him back into relevance this patch by giving his W more uptime come late game and more damage on his E in all cases.

Q and W damage increased.
Fizz has continuously lost kill threat due to ratio nerfs from earlier this year along with his items being nerfed in .19 and .21. We're looking to return some kill threat by rewarding aggressive Q's along with a slight boost to his active W.

W mana restoration increased. E - Playful damage adjusted, mana cost decreased.
Fizz still hasn't found his land legs this season. While he performs adequately against most immobile mages, his more common AD matchups are having a field day bullying him. In these tough matchups, Fizz finds himself having to choose between using spells to dodge abilities or kill minions, but their enormous mana costs make each choice feel like a lose-lose. We’ll be increasing his mana in lane so that Fizz will have a few more casts of E - Playful/Trickster in lane, but he will still need to weigh the costs of wave clearing versus having kill pressure.

E AP scaling increased.
Fizz hasn’t been doing too hot recently, which biologically I would assume is good, but for players he’s feeling a bit lackluster. So we’re putting a bit more strength into his combo by adding damage into one of his higher counterplay spells.

Health growth decreased. Mana growth increased.
The Tidal Trickster has been keeping his head above water, but his big mana costs feel pretty bad in extended combat. We're giving him more to work with later in the game, but also bringing down his tankiness so he doesn't get too playful out there.

Passive damage reduction against basic attacks removed. W damage reduced. E cooldown decreased late. R damage increased.
The 11.18 changes were an unintentional nerf to Fizz. We overestimated the Passive and W buffs and underestimated the R nerf. Rather than trying to fine tune those changes, we're reverting them entirely and doing a simpler buff instead. Go fish!

Passive damage reduction increased against basic attacks. W base damage increased. R damage reduced.
A lot of Fizz's power is in his ult, which is inconsistent in skilled play since more players at that level know to either dodge or Zhonya's it. His R will still pack a punch, but we're borrowing some of its bite and putting it into his early game threat with W as well as giving him a thicker skin against basic attacks to help his survivability in lane.
