Patch 15.11

E cooldown increased.
Lucian has been dominating the bot lane for a while now. While he's meant to shine in the early game, he's a little too good at getting himself early advantages.
Patch 15.6

E cooldown decreased.
Lucian's a touch underpowered in the current League landscape, so we'd like to give him a little more power. We're giving him some mobility that he can use aggressively in early laning and mid-game team fighting with the goal of making him succeed as a high-octane, aggressive ADC who relies on quick decision making.
Patch 14.16

Passive damage increased. Q damage decreased.
It's been a few years, and Lucian's back to terrorizing the mid lane. Thankfully, we've got some very specific levers for Lucian that he can only really benefit from in bot lane, so we're pulling them to make him less dominant in mid. We're lowering the wave clear and burst damage in his Q and directly compensating that damage by buffing his bot-lane oriented passive.
Patch 13.24

E cooldown decreased.
Lucian is currently struggling in solo queue and could use a helping hand. Since our last two adjustments were to his Vigilance passive (which he's reliant on his team for) we're now choosing a buff that will give Lucian players themselves more power. We've decided to reduce his E cooldown, as Lucian is supposed to be powerful early, and this cooldown has some room to go down and still scale to the same level by mid game.
Patch 13.16

Passive on-hit damage increased.
Lucian is an exciting champion and fan favorite, but unfortunately he isn’t performing well at this point in time. We’ll be increasing the base damage of his passive in order to strengthen his role as a lane bully in a way that should still keep him out of solo lanes.
Patch 13.12

Passive damage decreased, activation conditions adjusted.
Lucian performs exceptionally well with a few enchanters due to them having plenty of abilities that instantly proc Vigilance by healing, shielding, or buffing Lucian. Nami and Milio are particularly strong due to the buff proc synergizing well with Nami's E and Milio's passive which has really limited the amount of other Champions Lucian can lane with. To address this, we'll be replacing the buff proc of Vigilance with nearby ally immobilization, which should increase Lucian's viability with many Champs. Lucian will still have synergy (increased synergy in some cases) with many enchanters—this will just limit the amount of stacks an enchanter can give Lucian without first engaging their opponents. Our goal with these changes is to help Lucian players confidently lock in their Champion with or without enchanters, and that we can see some exciting new lane partners for Lucian in Pro play.
Patch 12.12

Base AD decreased. Q base damage decreased late.
Lucian's been shining in Pro bot lanes since before MSI and has continued to do so, even after the Durability Update. We're tapping down his strong early damage so the Sentinel of Light isn’t so blinding in lane.
Patch 12.4

Q mana cost decreased.
The Sentinel of Light hasn't actually seen much light this season, so we're letting him use his shining spells more aggressively before he gets Essence Reaver.
Patch 11.17

Base attack damage decreased. Lucian now gains on-hit damage when buffed by allies. R bullets now scale with crit chance rather than R rank.
Lucian's been struggling quite literally everywhere except in Pro mid lane. We're purifying his odds by empowering his duo lane synergy without compromising his solo capabilities. For example, his ult's been super powerful in solo lanes due to its heavy level scaling, so we're smoothing it out to scale better with gold. AP Lucian is also getting some compensation buffs since we know it's a fun (although weak) build that gets affected by these AD-encouraging changes. Don't worry, we haven't forgotten about you, fans of the off-meta lulz.
