We're continuing to identify ranged top laners who undeservedly gained laning dominance from our recent lane sustain changes, and Vladimir is next on that list of overperforming ranged tops. We're looking to make his matchups more interactive by giving more room for typically-physical melee champions to strike back during Vlad's moments of downtime. Also, the number 607 makes it uncomfortably easy to type 6-7 and we just can't have that.

W healing effectiveness reduced against minions.
W-max Vladimir has become a fairly common build. While it isn't very good (Vladimir's win rate has actually decreased due to its discovery), the gameplay quality is extremely poor since he sustains so much off of every wave. This patch we're bringing the minion healing down a fair bit, though still somewhat higher than it was before 14.12's buffs. We've also updated the tooltip to be clearer about the heal's functionality.

W health cost decreased, healing increased, damage increased.
Vlad has been relatively weak across the board, and kept having a poor performance compounded by the recent seasonal changes and overall faster game pace. He's pretty sensitive to kit changes and hasn't received a buff in a long time, so we're dusting off the ‘ol Sanguine Pool and making it less punishing to cast which should make it more rewarding to use aggressively.

Vladimir has been missing from both Pro play and top lane for some time, yet has remained fairly powerful for most players in mid. Boosting his durability early should let him brawl and sustain more effectively against melee fighters.

Passive AP to bonus health conversion increased; bonus health to AP conversion increased.
Top Vlad has been dragging behind his mid lane counterpart. To help him hold his own in top lane, we’re increasing his passive bonuses, which should also let him reap the benefits of building tankier items.

Our last buff brought Vlad back into the role of a scaling powerhouse—maybe a little too much so. We’re partially pulling back on his 11.8 adjustment to find a sweeter middle ground.

As a champ who used to rush item components for CDR, but can no longer do so with the new Mythic item structure, Vlad has been thrown for a loop. To compensate, we’re pumping down his cooldown.

Now that we've taken a couple stabs at balancing out preseason item changes, Vladimir has been left a little worse for wear. Instead of focusing buffs on his damage or healing, we're taking a different route and opening up access to his ult.
