AP Irelia is currently not viable or picked at all so we are letting this blade dancer bring some magic to the rift by upping her burst ability when building ability power. We're focusing on her high counterplay skillshots in order to give her a distinct playstyle difference compared to AD builds.

Health Regen decreased.
Unsurprisingly, Irelia’s power level has taken off between her recent direct buffs and last patch’s Blade of the Ruined King changes. We’re attacking her early health regen once again, as that stat is typically skewed toward mid lane, where she can stand to lose a little more power.

Passive attack speed increased at lower levels.
Irelia's got some room to be a more powerful fighter and we'd specifically like to make her better at her skirmisher outputs of repeated damage without being as reliant on items to carry that power budget. So, we're juicing up her early game passive power to make her able to scrap and trade autos early on against other melee champions.

Irelia has been a strong performer for a while and is deserving of a nerf. However, we'd like to preserve how good she feels as a fast-moving auto-attacker with the tools to survive melee combat. As such, we're peeling out damage from places that she isn't very reliant on. Though there are a large number of changes here, each of these abilities contributes only a small fraction of her overall damage output.

Passive duration refreshes on structures and deals half damage to structures.
We're giving Irelia a small buff that is large in quality of life by letting her retain passive stacks while hitting structures plus dealing partial damage to them. We expect the power of this change to be small relative to its feelability and expect that Irelia will still be worse than most other champions in her class at demolition but expect it to feel way better to split push and capitalize on advantages she earns in lane.

Irelia is quite sad currently in both top and mid and overly reliant on waiting for her first item spike, so we’d like to buff her base kit, especially early game. We want to emphasize good ability usage, so these buffs are intended to make using her most important spell more impactful and feel better to use.

Irelia’s early game has two small issues: First, she has too little control over winning and losing her matchups, and second her overall sustain is so high that it’s often too hard to interact with her as the opponent. This patch we’re trying to make Irelia’s laning phase more dynamic: She can be poked out more reliably but she has more up-front power in order to win the fights that she takes.

This list of changes is an adjustment to Irelia that will shift some of her power from late game into the early and mid game. We'll be buffing her early-to-mid game by making her passive scale linearly from levels 1-18, and balancing out this buff by reducing how forgiving Bladesurge is in the late game.

Irelia gained a little too much from the systemic changes from the last patch and we're bringing down some of her power. We're targeting her health growth since it's one of the highest in the game, which should make her rely more on skillfully dodging abilities or mitigating them with Defiant Dance.

Irelia isn’t currently finding much consistent success, even in higher levels of play where she usually excels. To give her some power back without directly buffing her damage, we'll be reducing the cooldown of her ultimate. It's currently quite high, and decreasing the cooldown should give her more windows of opportunity to all-in her opponents.

Irelia is a tad weaker than her skirmisher friends in both the top and mid lane. We’re giving her a small power-up so that she has a better chance to succeed in a meta focused around safe, scaling laners.

The Durability Update didn't do our Blade Dancer any favors, greatly reducing her potential to get kills in the early game. While this was intended, she is a bit weaker than we’d like so we're giving her a small sustain boost and more opportunities to stun opponents to help her out in ways that aren’t burst damage. Better nerf buff Irelia.

Passive bonus AD ratio at max stacks reduced.
Playing Irelia late game shouldn't be a total waltz in the park. She's succeeding too easily—especially when she stacks heavy AD items like Sterak's and Goredrinker—so we're cutting down on the bladedancer's passive boost late.

Irelia's blades are still a bit too deadly. We're tapping down her innate sustain so that she's a bit more punishable when she makes mistakes. This'll also nerf the Ionian blade dancer's ability to spin around seemingly-doomed teamfights at super low health.

After a good visit in 11.14’s patch notes, Irelia’s ended up on the strong side but in a much better position to balance moving forward. We’ll be watching to see where she lands longterm, but for now, we’re limiting the power on her W.

Q bonus damage to minions now scales with champion level. W damage reduction now works against magic damage; maximum damage increased. E can no longer be recast while CC'd. R has a new passive.
We’ve got a set of changes for Irelia, who’s been dealing with some long standing issues.
