Caitlyn
Caitlyn's top-end Headshot damage has gotten out of hand and with the value of critical strikes going up it's about to get even stronger, so we're taking a heavy swing to Headshot's top end. We're also making her R scale with Infinity Edge, as it already scales with critical strike chance, but we're reducing its damage to make room for her stronger basic attacks.

Like Ashe above, Caitlyn has also been eating up a lot of ADC pick rate. We think she should maintain her identity as a long-range lane bully, but she's also bursting champions too hard with late game Headshots, so we're bringing down the top-end damage a bit.

Caitlyn is looking to be quite strong at the moment, much of which is due to the amount of guaranteed damage within her kit. In order to level the playing field we're looking to tone down some of her point and click damage this patch so landing those Q's and E's will be more important if you want to go for the takedown.

Caitlyn is performing too well overall, especially when it comes to bursting down her enemies. With Collector only receiving a very small nerf and Yun Tal getting significant buffs this patch, Caitlyn is in need of a small power reduction. We're taking down her scaling spell damage to make her late game more about basic attacks and less about chunking her opponents from out of range.

Attack speed ratio increased. Q secondary target damage increased.
Caitlyn isn’t hitting her targets at the moment and part of that is driven by her lack of game plans. She’s no longer a premiere lane bully and doesn’t have great late-game sustained damage either. We’d like to strengthen those aspects that she used to have so we’re giving her a little bit of help in both areas.

While Caitlyn isn’t winning as many games as is fair for her, she’s still very good at knocking down turrets and pushing waves, so we’re avoiding giving her more early game damage as we feel her lane state is good, but want to bring her up and are aware that Fleet Footwork’s nerfs this patch will affect her. So we’re giving her more traps and better synergy with attack speed items so that she can do more than just dominate the lane and hope to one-shot her opponents.

Caitlyn is pretty strong right now, but she's mostly relying on First Strike to all but one-shot her opponents. We'd like to play up her repeated damage while bringing down her burst a little bit. Our goal here with these changes is that she's still strong, just has her strengths shifted around a bit.

Headshot damage increased with critical strike chance. R cooldown increased, damage decreased, bonus damage with critical strike chance increased.
Caitlyn’s lethality builds have started to catch on which leads to some pretty frustrating and non-interactive gameplay for her opponents—not much you can do to avoid her full lethality ultimates when she’s continually casting it on cooldown and you don’t have a tank to block it. This set of changes is meant to lower the potency and frequency of her ultimate when building full lethality without significantly affecting its role when Cait is building crit.

Caitlyn has been hurting for a while, and her buffs from the previous patch didn't power her up as much as we had wanted. We still like her caring about auto attacks and crits, but there's only so far we're willing to push individual Headshot damage. So instead, we're providing her with more Headshots!

Passive critical strike chance scaling increased. R critical strike chance additional damage increased.
Caitlyn hasn’t been hitting the mark in terms of her current power levels, so we’re here to put some more gunpowder (Hextech?) in her rifle to give her shots some more kick. We’re primarily focusing on making Caitlyn scale better with her crit-based builds this patch, particularly in her passive and ultimate crit chance scaling. While she won’t be able to gain lane advantages with these changes, she’ll be better able to keep up with her competition when it comes to scaling with items.

Base armor decreased, base attack damage decreased.
It doesn't take an ace detective to see that Caitlyn is the queen of ADCs in Pro play right now. As the wielder of a sniper rifle, she's entitled to her long range and punchy auto-attacks, but only while they’re within reason. After these changes she'll be a bit easier to kill when caught and you’ll have a bit more time to find that opening.

Passive AD ratio increased. R now has bonus damage that scales with critical strike chance.
Caitlyn is a step behind other current top tier marksmen, especially when compared to those that scale heavily with attack speed. We want to emphasize the more unique parts of her crit-heavy builds, so we’re giving her more crit synergies to help her hit a little harder.

Q AD scaling decreased early and increased late, mana cost increased early and decreased late. E base damage increased and cooldown decreased.
Cait wasn't in a great place pre-12.10, and her lane bully reputation has only continued to suffer with the update. We're putting more power in her Piltover Peacemaker to help her procure her proper place pressuring preposterous people (lane opponents).

Caitlyn is getting banned really often in Pro play lately, likely because of her ability to shut down many popular late-scaling marksmen. Instead of curtailing her early lane bullying strengths, we're getting on the case by nerfing her wave control and scaling instead.

Headshot resets partially restored.
Several attack "resets" on Caitlyn's Headshots were removed during her ASU. These resets were notoriously difficult to maneuver and were not part of Caitlyn's original design. (Technically, her Headshots executed as abilities rather than empowered basic attacks, which is what allowed the bugged reset functionality.) It wasn't sustainable—or healthy, even—to keep her passive as-is, so we're instead refactoring her Headshot resets in a way that looks smoother and is easier to pull off.

The Sheriff of Piltover could use some encouragement getting on over to the current marksman meta. She’s been finding success with Q-max builds, so we’re adding more incentive by boosting its scaling.

Caitlyn loves a good chase, but she’s too far behind to be a reasonable counter to shorter-range marksman champions like Kai’Sa and Samira, who are currently running the meta. Reverting some previous nerfs (patch 11.2 and 10.19) to set her back on the trail.
