Really. You can nearly always come back. Even if your team comp doesn't allow it, the other team can still misplay.

It's normal to ff when you're losing extremely badly on most lanes and your team comp offers no opportunity for comeback. Skilled players understand this and prefer to honor their opponents and start a new game, instead of thrashing everyone's time and nerves. On low elo, however, people are extremely bad and at the same time they often play late-game champs, such as Yasuo, Vayne, Nasus, Tryndamere etc., so comebacks come much more often.
